ADVOCACY ALERT: Preserve I/DD Services—Tell Congress Protect Medicaid!

Congressional leaders are discussing proposals that could significantly reduce Medicaid funding. While these ideas are still in the early stages and remain undefined, they pose serious risks to services for individuals with I/DD.

Statement on Governor Lamont’s proposed biennial budget - Gian Carl Casa, President & CEO of CT Nonprofit Community

“We appreciate that the Governor’s proposed budget calls for an increase in funding for community-based nonprofits over the biennium. But without federal ARPA funding fully annualized, the Governor’s proposal is an effective $19 million cut for nonprofits in the first year”.

“After nearly two decades of underfunding, nonprofit providers cannot absorb a cut, especially when federal funding is threatened and the state is projecting the eighth annual budget surplus. Nonprofits are in crisis. Without funding increases, they will struggle to provide residential and day services to people with developmental disabilities, substance abuse and mental health treatment, homeless shelters, re-entry programs and other vital human services.  Programs will shrink, jobs will be lost, people will lose care”.

Governor Lamont Releases FY26-27 Budget

Proposal cuts nonprofit funding in FY26, increases in FY27

We know that you are in crisis and if the budget is enacted as proposed, services will be cut, people will lose their jobs, and people will not get the care they need. This is the first step in the budget process, and it is now up to us to ramp up our advocacy with the legislature to ensure the proposed cut is reversed and the increases you receive throughout the biennium will be higher than proposed.

Earlier today, Governor Lamont released his biennial budget for FY26 and FY27. In short, the budget does not propose to annualize the $50 million in ARPA funding that providers are receiving during the current fiscal year. It then proposes a 3% COLA go into effect halfway through FY26, followed by an additional 3% COLA at the beginning of FY27.

While we are disappointed, there are several reasons to be hopeful:

  • The Governor proposed changes the fiscal guardrails. This is a major shift and signals a much different negotiating position with the legislature.

  • The Governor has, for the first time in his tenure (and that of two prior Governors), proposed increases for nonprofits, acknowledging at the beginning of the process, rather than the end, that increased funding is needed.

THIS WEEK the House & Senate will hold a session on Wednesday, April 9th beginning at 11am! 

The General Assembly session is approaching an important decision point as the committees on Appropriations and Finance, Revenue and Bonding, legislative leaders and the administration consider CT's biennial budget in the context of threatened federal cuts.

IT IS CRUCIAL that legislators and Gov. Lamont continues to hear from you about the urgent need to increase funding for community nonprofits.

Contacting your local legislators builds relationships and increases the likelihood of success. We need your help to urge the legislators and Gov. Lamont to increase nonprofit funding!  PLEASE SEND THEM AN EMAIL TODAY!

Tell your legislators:

  • This is not the time to acquiesce in advance to federal cuts, it is a time to make sure they don’t worsen current problems.
  • More than a half-million people depend on community nonprofits in Connecticut. Tens of thousands of residents work to serve them.  Tell them you need them to meet the challenge for Abilis and the 800 individuals with disabilities that we provide services and supports for.

Decisions may be made starting as soon as this week. It’s imperative that legislators hear from you, so they continue to stand up for nonprofits.
